The council approved a 5-year strategic business plan for 2009-2014 that will guide how Richmond allocates resources and makes decisions. City Manager Bill Lindsay presented the comprehensive plan outlining the city's priorities and goals. The plan passed unanimously with all present members voting yes.

The council also approved a resolution encouraging local schools, hospitals, and public institutions to buy milk without growth hormones. The measure formally supports purchasing milk from cows not treated with artificial growth hormones. This resolution passed unanimously among present members.
