What happened
The council approved 12 routine items on consent, including a $400,000 contract with a law firm to defend two lawsuits against the city and a $301,000 loan increase to Carquinez Associates for apartment rehabilitation.
The council banned tobacco sales in pharmacies and required restaurants and city facilities to use compostable plates and cups. Both environmental health measures passed with Councilmember Bates casting the only no vote on each.
A $2.7 million Marina Bay railroad overpass project moved forward with county funding and BKF Engineers hired for design work. The council also accepted a completed $3.9 million street repaving project by Bay Cities Paving and approved $417,900 for Western Roofing Services to re-roof two fire stations.
The council approved travel expenses for the Mayor's delegation to visit Richmond's sister city Regla, Cuba, with Bates again voting no. The council also rejected all bids for a 2009 road repair project and ordered the bidding process restarted to better meet local hiring requirements.
Councilmembers Butt and Lopez were absent from most of the meeting, which lasted until 2:03 a.m.
