The council will hold a budget study session for the proposed Fiscal Year 2026-27 Operating Budget and the Fiscal Year 2026-31 Five-Year Capital Improvement Plan. This major agenda item includes department presentations and sets the foundation for the city's financial planning.

Several public safety contracts are up for consideration, including a ShotSpotter Flex System contract with SoundThinking, Inc. and purchases of ballistic armor from TYR Tactical and Crye Precision. The council will also review contracts for on-call fire prevention services and a standing purchase order with Municipal Emergency Services for firefighting equipment.

Infrastructure work includes a contract with Myers & Sons Construction, LLC for the Bridge Preventive Maintenance Project and a contract amendment with Wiss, Janney, Elstner Associates for architectural consulting at Winehaven and Shipyard No. 3.
