The council approved 22 routine items on consent, including a $1.5 million emergency spending authorization from cash reserves for COVID-19 response. Other notable items included contracts with Badawi & Associates for annual city audit services totaling $1.22 million over four years and $500,000 agreements for building plan reviews.

The council ratified the city manager's emergency declaration for COVID-19 issued in March 2020. They also approved revised purchasing rules to streamline procurement during declared emergencies.

Several appointments were confirmed, including Reza Yazdi to the Economic Development Commission and Ashlee Davis to Youth Council seat #8. Multiple reappointments were also approved for various city commissions.

The council acknowledged the county's $80 million bond approval for Hacienda Apartments and authorized a $31,850 partnership agreement with Rosie the Riveter Trust. A $300,000 contract with A-Para Transit for paratransit services was also approved.
