Financial Impact

The proposed expenditure of $87,777 for the initial one-year term is included within the approved Fiscal Year 2025-2026 Port of Richmond Operations and Maintenance budget. This item has no impact on the General Fund (Account String: 40161080-400201).

Statement Of The Issue

The Port of Richmond operates the Point Potrero Marine Terminal (PPMT), which includes the General Warehouse Building (GW), a contributing historic structure. The building has been subjected to vandalism, including graffiti on its exterior concrete surfaces.

Removal of graffiti from the existing concrete surfaces is necessary to prevent further deterioration of the historic structure, preserve a public asset, and maintain a safe and secure operating environment at the Port.

Discussion

Background

The Port of Richmond (Port) operates five City-owned terminals, Point Potrero Marine Terminal (PPMT), is the former Historic Shipyard Number Three (Attachment 1). PPMT was originally constructed between 1941 and 1942 as one of four shipyards where Liberty and Victory ships were constructed during the World War Two effort. The General Warehouse Building (GW) is a contributing historic structure located at Port PPMT. It currently stands vacant and over time the GW building has been subjected to vandalism including graffiti on its exterior concrete surface. Removal of graffiti from existing concrete surfaces on the General Warehouse is necessary to prevent further damage to the concrete surface and ensure a safe and secure operating environment at the Port.

Under its Safety and Security Goals, Port staff continue to implement core priorities for maintaining Port facilities, including vacant and historic infrastructure at PPMT.

Measures already implemented around the General Warehouse include perimeter fencing, security gates, and k-rail for parking safety. Graffiti remediation is the next critical step in restoring the General Warehouse and protecting its historic character.

Scope of Work The scope of work consisted of four critical bid items which included:

  • 1. Graffiti Removal Test – completion of test patches at a minimum of four locations designated by the Engineer, each no less than 10 square feet, to demonstrate and calibrate removal methods before production work begins;
  • 2. Graffiti Removal – removal of graffiti from all exterior concrete surfaces of the General Warehouse, including doors, windows, loading dock faces, and appurtenances;
  • 3. Application of Anti-Graffiti Coating – application of a sacrificial, water-based, vapor-permeable clear anti-graffiti coating to approximately 15,000 square feet of concrete surface as shown on the plans; and
  • 4. All work must adhere to the Secretary of the Interior's Standards for the Treatment of Historic Properties. Cleaning must use the least aggressive means necessary to remove graffiti without damaging or altering the historic substrate; abrasive blasting, sandblasting, high-pressure washing exceeding 500 psi, grinding, and wire brushing are expressly prohibited. The contractor must complete all work within 20 working days of the Notice to Proceed.

Procurement Process In December 2025 a Request for Proposals (RFP) for Graffiti Removal Services for the General Warehouse (GW) Building was issued through the City's procurement platform, PlanetBids (BidsOnline). In January one bid was received, however the solicitation was subsequently cancelled. This was due to the bidder bidding the solicitation incorrectly. In March 2026 the solicitation was issued as, a Notice to Contractors, Bid Proposal, and Special and Technical Provisions for the General Warehouse Graffiti Removal project through the City's procurement platform, PlanetBids (BidsOnline) (Attachment 2). A site inspection was held on April 7, 2026, at the project site. Three responsive bids were received by the deadline of April 23, 2026 (Attachment 3). The Engineer's estimate for the base bid work was approximately $130,000. Bid results are as follows:

All three bidders were reviewed for responsiveness. All Star Painting KD Inc. submitted the lowest responsive bid at $87,777, which is $42,223 below the Engineer's estimate (Attachment 4). The firm holds valid California State Contractor's License Classification

  • (C) types: C-33 defined as Painting and Decorating Contractor, C-61 is for Limited Specialty Contractor, and D41 is for Siding and Decking Contractor. They hold a state License No. 1102242 and a valid Department of Industrial Relations (DIR) registration (No. 2000004) which are both required for this contract.

In their proposal the firm stated they approach structures with a “preservation first” mindset and will prioritize the integrity of the historic building’s envelope while ensuring a 100 percent clean finish is accomplished. The firm provided documentation demonstrating the equipment, materials, trained staff, and experience needed to complete this work. The firm provided three similar projects involving historic structures, strong municipal client references, and the capacity to provide additional services and hours if needed.

Port staff recommend that the City Council adopt a resolution to approve a contract with All Star Painting KD Inc. for graffiti removal of historic concrete surfaces, for a one-year term in a not-to-exceed contract amount of $87,777 (Attachments 5 and 6).

SYNERGISTIC POLICIES:

City Council Goals and Priorities – Strategic Goal Area 2.5: Revitalization of the Port. This contract will advance the Port’s goal to refresh Port marine terminals while maintaining a clean accessible, visual appealing location for all to enjoy.
