Statement Of The Issue

On May 19, 2026, the City Council approved an item requesting that the mayor appoint an ad hoc committee to work with staff to develop proposed amendments to the City Council Rules of Procedure and Order.

Recommended Action

Discussion

The rules concerning the conduct of public meetings are set forth in Government Code § 54954(d), which states “Each legislative body of a local agency . . . shall provide by ordinance, resolution, bylaw or whatever other rule is required for the conduct of

business by that body, the time and place for holding regular meetings.” (“Brown Act”). For the Richmond City Council, these rules of procedure are set forth in the City Council Rules of Procedure, adopted and amended from time to time by resolution. This is compliant with the Brown Act.

The City Council has recognized the necessity to review and refine its Rules of Procedure and Order to improve operational efficiency. On May 19, 2026, the Council authorized Item N.10.a (Ad-Hoc Committee to Amend City Council Rules of Procedure and Order) on the Consent Calendar, directing the mayor to establish an ad hoc committee. This committee is tasked with collaborating with the city clerk, city attorney, and city manager to develop proposed amendments and enhancements to operations. The recommended modifications will be presented to the full City Council for consideration within 60 days following the appointment of the committee.
