What happened

The council approved a $10,000 trip to China for the port director and a councilmember to attract Chinese auto manufacturers to Richmond's renovated car import facility. The trip will visit Richmond's sister city Zhuhai to promote business partnerships.

The council placed a 0.5% sales tax increase on the June 7, 2011 ballot for voter approval. If passed, the additional revenue would help address the city's budget challenges.

The council approved hiring BKF Engineers to design a new pedestrian bridge at Booker T. Anderson Park, with Boozé voting no. A separate contract with United Site Services for portable toilet services at two parks was also approved 6-1, with Boozé again dissenting.

The council directed staff to keep the wastewater treatment plant digesters closed until safety concerns for nearby residents are resolved. Staff had wanted to restart operations, but the council required proof of safety first.

The council approved 7 routine items on consent, including a $50,000 contract with Downey Brand law firm to review sewer regulations and continuing the $60,000 ShotSpotter gunshot detection system.

The council extended moratoriums on new outdoor vendor permits until February 2012 and new cell towers until May 2011 while developing permanent regulations for both.
